International before national before local

Explanation

From efficiency, standardization, and harmonization perspectives, we prefer international IT components over national ones, and national over local ones.

Rationale

Clear allocation of what is solved at which level is essential. International provisions are leading, national precede local solutions. This promotes standardization and uniformity and reduces the need for local development.

Implications

  • In design, we prefer international over national, and national over local components.
  • We inventory available components and assess their suitability.
  • We preferably select, procure, and implement solutions jointly with international partners.
